Blaise NDIZIHIWE is a second-generation survivor of the 1994 Genocide against the Tutsi and a dedicated youth leader committed to Rwanda’s renewal. He serves as IBUKA Board Member – 2nd Vice President, where he contributes to national survivor support programs, memory preservation, and advocacy. From 2021 to 2024, Blaise was the National Vice-Coordinator of AERG, championing youth-survivor wellbeing and peer-support initiatives. He is currently pursuing a Bachelor of Science in Civil Engineering (Environmental Engineering) at the University of Rwanda, driven by a passion for sustainable development and resilient infrastructure. As CEO and Founder of Elite Struct Company Ltd, Blaise leads innovative structural and environmental design solutions, reflecting his mission to build strong structures and stronger communities across Rwanda.

Mujyambere Louis de Montfort is a distinguished banker, consultant, and entrepreneur with over 20 years of service in Rwanda's financial sector and a lifelong commitment to genocide survivors' advocacy. A pioneering voice in Rwanda's genocide survivors' organizations, Montfort played a foundational role in AERG at KIST (1999-2002), providing leadership and support to fellow survivor students. In 2003, he co-founded GAERG, serving as its first Vice President and later as President, helping establish sustainable support structures for survivors across Rwanda. Following his election as 1st Vice President of IBUKA in 2022, Montfort assumed the role of Secretary General in 2024 after the historic merger of IBUKA, AERG, and GAERG. He is now Board member of the unified organization, advocating for survivors' rights nationally and internationally while preserving genocide memory and promoting justice. Montfort holds an MBA from Maastricht School of Business (2013) and a BBA from KIST (2002). He serves on multiple corporate boards and holds leadership positions within the Private Sector Federation, bridging his financial expertise with his dedication to social justice and Rwanda's development.

Commissioner – Youth, Education & Culture

Aline Benigne MPINGANZIMA is an MBA graduate in Project Management and currently serves as the Commissioner for Youth, Education, and Culture at IBUKA, where she contributes to programs that empower young people, promote education, and strengthen cultural identity. Professionally, Aline works in the mining sector within the Operations Department and has also developed strong experience in Finance and Administration, enhancing her ability to manage programs and organizational resources effectively. Since February 2020, she has held senior youth leadership roles at the provincial level and was recently elected to lead youth initiatives at the district level. Earlier in her career, she served as a provincial youth leader and later as Commissioner for Good Governance at the Rwanda National Youth Council until 2021. Aline also demonstrated leadership in higher education as Guild President at the University of Kigali from 2016 to 2019, representing students and promoting leadership and development initiatives. Additionally, from 2017 to 2022, she served as Commissioner in charge of the Hall of Fame at the Rwanda National Students Association (INTAGAMBURUZWA). She remains committed to youth empowerment, ethical leadership, and community-driven development.
