NYIRIBAKWE Jean Paul
Program Director
NYIRIBAKWE Jean Paul is a Rwandan development professional with over 14 years of experience in program design, project management, and institutional leadership, focusing on livelihoods, education, justice, memory, and survivor resilience. He is based in Kigali, Rwanda. He currently serves as Director of Programs at IBUKA, where he leads the design and implementation of multi-sectoral programs supporting survivors of the 1994 Genocide against the Tutsi. His work includes strategic planning, coordination with government institutions, NGOs, and development partners, oversight of monitoring and evaluation, and ensuring quality donor reporting. Previously, he held senior roles at GAERG, Acts of Gratitude (AOG), and AHEZA Business Group, and earlier worked with YWCA Rwanda, Survivors Fund (SURF), and AERG. Jean Paul holds a degree in Administration and Political Sciences, postgraduate training in Entrepreneurship and Project Management, and a Leadership Diploma from the John C. Maxwell Leadership Program.
NSENGIYAREMYE Fidele
Head of Aheza Directorate for Memory & Resilience, Justice & Peacebuilding
Fidele Nsengiyaremye is a senior civil society leader with over ten years of experience in survivor support, memory preservation, justice advocacy, peacebuilding, and community resilience in Rwanda. Following the merger of IBUKA, AERG, and GAERG, he serves as Head of the Directorate for Memory, Justice, Peacebuilding, and Resilience, providing strategic leadership to one of IBUKAβs core pillars. Prior to this role, Fidele served as Executive Director of GAERG (2017β2024), where he led the organizationβs transformation into a program-based institution and oversaw impactful initiatives in trauma healing, genocide prevention, social cohesion, and youth economic empowerment. He also spearheaded the establishment of the Aheza Healing and Career Centre, the Aheza Solidarity Fund, and the Aheza Business Group, strengthening sustainability and long-term impact. A survivor of the 1994 Genocide against the Tutsi, Fideleβs leadership is guided by lived experience, empathy, and a strong commitment to remembrance, justice, unity, and resilience. He holds an MBA in Project Management and a Bachelorβs degree in Hospitality and Tourism Management.
BAKINA IsmaΓ«l
Head of Ishami Directorate for Youth, Education & Culture
Bakina IsmaΓ«l is the Head of the Directorate of Youth, Education, and Culture at IBUKA, where he leads national programs that empower young people through education, resilience-building, leadership development, and entrepreneurship. With over 10 years of progressive experience in program leadership and organizational management, he has played a key role in initiatives that teach Rwandaβs history particularly the 1994 Genocide against the Tutsi while equipping youth with the skills to become resilient, responsible, and innovative citizens. Before joining IBUKA, IsmaΓ«l served as the Executive Secretary of AERG and also as Managing Director of Hope Hostel Ltd, gaining broad experience in strategic planning, operational leadership, social enterprise development, and mentoring youth in income-generating projects. Academically, he holds a Bachelorβs degree in Rural Development from UNILAK and an MBA in Management from AUCA, and he is currently pursuing PMP certification (2025β2026). He is also skilled in establishing and managing mixed farming projects that combine sustainable agriculture with community economic development. IsmaΓ«lβs work remains grounded in a deep commitment to building resilient communities and preparing the next generation of Rwandans to lead with knowledge, integrity, and innovation.
MUGISHA Desire
IT ,Communication & Human resource
MUGISHA Desire is a Software Developer, IT & Digital Transformation Specialist, and Administration and Finance professional with strong experience in designing and managing information systems for survivor-focused organizations and national development initiatives in Rwanda. His work combines technical expertise with effective organizational and management skills to improve efficiency and service delivery through technology. He currently serves as the IT, Communication, and Human Resource Manager at IBUKA β Voice of Genocide Survivors, where he oversees digital systems, organizational communication, and human resource processes to support institutional coordination and operational effectiveness. Previously, Desire worked with GAERG (Graduate Genocide Survivors Association) in progressive leadership roles, including IT, Administration, and Finance Manager and IT Manager & Socio-Economic Development Program Manager. He played a key role in developing and managing platforms such as ACFS, ASF, and GMM. Desire holds a Bachelorβs Degree in Software Engineering and an Advanced Diploma in Information Management from AUCA, Rwanda. He is motivated to deepen his expertise in Data Science and Artificial Intelligence to support Rwandaβs digital transformation and innovation.
